Timeline working backwards
- July: Check your eligibility (years of residence, income, tax and pension payments) and list the documents you need.
- August: Collect documents, including those from city offices, your employer, and your home country. Prepare your statement of reasons.
- Early September: Final check and submission. Immigration offices are expected to be even more crowded towards late September, so submit early.
Documents that take time
- Tax payment certificates for multiple years, especially if you have moved between cities.
- Pension and health insurance payment records.
- Certificates from your home country and an employment certificate from your company.

Documents issued by your municipal office, such as a Certificate of Residence, can often be obtained at convenience stores if you have a My Number Card. On the other hand, some municipalities issue Tax Payment Certificates only at the municipal office counter. Likewise, for pension-related documents, while the Insured Person Record Inquiry Response (被保険者記録照会回答票) can be obtained online, obtaining a Payment Record Inquiry (被保険者記録照会) may be sent by post or you will have to visit a Japan Pension Service office in person.
Because the place and method of obtaining these documents vary depending not only on the type of document but also on where you live, it may take extra time before you can collect everything you need related to taxes and National Pension. To avoid unnecessary delays, it is advisable to begin gathering the required documents well in advance.
